Ireland plans to ban sale of new cars with tailpipes by 2030

The Irish Government has pledged to ban the sale of new cars with tailpipes by the year 2030, as part of its commitment to environment issues. Minister for Communications, Climate Action and Environment Denis Naughten said that he told his European counterparts at a European Council meeting this week that Ireland “had set itself an objective” to ban the sale of all new cars with a tailpipe by 2030.

But he said that in order to do that, the European automotive industry needed to ramp up its efforts to reduce emissions and produce zero emissions cars. “They really need to drive ambition in this area so that we can reduce overall carbon emissions within the transport sector that make up one quarter of all carbon emissions within the EU.” There are widespread plans to ensure there are zero-emission vehicles on roads. Alternative fuel options are being looked at to introduce green-energy fleets for Dublin Bus, Bus Éireann and school buses. Ireland could be forced to pay up to €75 million each year if it doesn’t meet its EU renewable-energy targets by 2020 – with many experts and politicians saying it won’t meet those targets.

Naughten also discussed how to tackle cigarette butt litter with his European counterparts. Every single cigarette butt has 12,000 micro strands of plastic in it. As a result on a global level, we have 1,900 million strands of plastic going into our water streams every single second. And it’s not just a problem of microplastics getting into our waters, also the cigarette filters themselves are there to block tar and other chemicals going into the smoker’s lungs. “But they end up in our water courses, in our rivers having an impact on aquatic life, and in our fish stocks.” The 2017 National Litter Pollution Report showed that half of all street litter is made up of cigarette butts. It’s understood that on-the-spot litter fines are going to be increased from €150 to €250 in an attempt to tackle the problem.

Scottish Government awards £2.6m to innovative local green energy solutions

The Scottish Government has awarded 12 projects a total of £2.6m as part of its Low Carbon Infrastructure Transition Programme. The projects, among which are initiatives in Glencoe, Callander, Aviemore, Stromness and St Andrews, are tasked with developing local, green energy solutions.

Minister for Business, Innovation and Energy Paul Wheelhouse said:  “The Scottish Government has set some of the most ambitious carbon reduction targets on the planet – exceeding the requirements of the Paris agreement – and is making excellent progress towards meeting them.”

“We have also set our sights on eradicating fuel poverty – which is an unacceptable blight on too many households in Scotland in 2017 – as energy prices have risen steadily, at a time when wages have been depressed due to a weak UK economy and austerity. These twin challenges drive our ambition for innovative local energy projects, such as those for which we are today announcing £2.6 million of funding, as these will provide many consumers, including in some of Scotland’s most remote areas, with an alternative, greener, and potentially cheaper energy source. The construction and maintenance of these projects will also have the added benefit of creating and sustaining jobs, and in doing so can bolster local economies.”

A total of 10 projects received development funding to produce Investment Grade Business Cases, which received a share of £550,000, which will matched by project partners. Two other projects received capital support of £1.95 million, the largest being the Halo Kilmarnock Project. The HALO Kilmarnock development in the West of Scotland will feature a 2,000-metre deep geothermal well, from which hot water will be extracted using a small pump. It is due to be drilled in 2018. Scotland’s first deep geothermal district heating network has been allocated £1.8 million of grant funding by the government. This will involve a former bottling plant being converted into a low carbon development which will include hundreds of affordable homes.

Another project will be based around the low carbon heat provision at the University of the West of Scotland’s Ayr campus, energy efficient homes for older people in North Lanarkshire and an energy project in Glencoe Village.

Scottish firms exporting renewables expertise worldwide

Research by Glasgow based industry body Scottish Renewables has found firms from across Scotland are working in countries as diverse as China, Russia, Taiwan and Cape Verde and are now active on every continent bar Antarctica.

Across the Northern Periphery and Arctic area Scottish companies have been active in the Faroe Islands, Finland, Norway, Sweden as well as other northern countries including Canada and Russia. Firms have been involved in projects totalling £125.3 million across 43 countries.

Businesses have included Orkney based consultancy Aquatera which has been involved in creating marine energy projects across the United States, Chile, Japan, Columbia, Peru and Indonesia.  An Ayrshire based crane company, Windhoist, has installed more than 4,800 wind turbines across the globe whilst Glasgow’s Star Renewable Energy has installed a heat pump in Drammen, Norway, which now provides warmth for the city’s 63,000 residents.   Jenny Hogan of Scottish Renewables has said “This research clearly shows that Scotland’s expertise in renewable energy is in demand around the world.”

“The stretching targets set in Scotland have meant our home-grown green energy industry has developed skills which are in demand on every inhabited continent, bringing investment and income to Scotland from across the world.”

The Scottish Government has welcomed the figures as evidence of low carbon industries to the Scottish economy.  Business, innovation and energy minister Paul Wheelhouse added: “Low-carbon industries and their supply chains generated almost £11 billion in 2014 and supported 43,500 jobs, according to figures from the Office for National Statistics published recently. “Together with this new research from Scottish Renewables, the figures reinforce the growing importance of the low-carbon industries, including renewable energy businesses, to the Scottish economy and vindicates the Scottish Government’s support for the sector and the increasingly crucial role it plays within our energy mix and the wider economy.”

Some 96,500 businesses were operating in the low carbon sector – from renewables such as wind and solar power to electric vehicles – in 2014, the most recent year for which figures were available.

A third of those (34%) were primarily focused on low carbon business, the Office for National Statistics (ONS) data show.

Energy efficiency products was the biggest sector, generating £21.9 billion in turnover and employing the equivalent of 155,500 people, while renewable energy generated £15.9 billion turnover and sustained the equivalent of 43,500 full-time jobs.

Overall more than 4% of non-financial sector businesses were active in the low carbon and renewable energy sector, and it generated 1.3% of non-financial turnover.

The sector generated exports worth nearly £4.8 billion and imports of £5.9 billion, with l ow emission vehicles taking the lion’s share of exports, accounting for 60% or £2.9 billion, the figures show.

Scotland had the biggest percentage of companies active in the low carbon sector, with 5.2% of non-financial Scottish businesses involved in clean tech, energy efficiency and renewables and providing the equivalent of 21,500 full time jobs.

International NPA seminar: Towards Energy Efficient Northern Societies

The aim of the new NPA co-funded SECURE project is to transfer and implement innovative energy solutions for housing and public infrastructure across NPA regions with different maturity-levels. Knowledge transfer will be demand-led, supported by a quadruple helix approach, and impact will be maximised by focusing implementation in small smart energy communities and building up local authority capacity.

The kickoff seminar will invite discussion, examine best practice and promote transnational networking on a number of issues specifically related to awareness raising and societal support, such as:

  • How can we encourage citizens to be part of the transition to future energy paths and the policymaking process that goes with it?
  • Given the scale of changes required, what are the right mechanisms to engage communities and build awareness?
  • What formal and informal approaches could be used to increase energy awareness?
  • How can public authorities develop and share effective messages?
  • What activities and programs have been successful transnationally?

With a heightened awareness of the need for increased energy efficiency and renewable technology solutions comes an opportunity to engage communities and actively involve them in the transition towards a low-carbon society.

Effective engagement with local communities is an integral part of the SECURE project. Therefore, this event will equip partners with practical strategies, verified techniques and transnational know-how to ensure a positive project outcome.

The seminar is co-financed by the Northern Periphery and Arctic Programme and is arranged in cooperation with the GREBE (Generating Renewable Energy Business Enterprise) and Poveria biomassasta projects.
